財政司司長今日(25日)發表《2026-27財政年度政府財政預算案》。2026-27年度政府總開支為 8,434 億元,總收入為 7,652 億元,並預計錄得 221 億元綜合盈餘,顯示政府在審慎理財及控制開支增長的原則下制定財政安排。我們獲悉,政府今年繼續投入大量資源,擴展現有一些服務,並開設新的社福服務,以回應社會不斷改變的需要。政府2026-27年度社會福利經常支出預計為1,359億元,較2025-26年度修訂預算增加9.9%。
我們亦留意到預算案預留 40 億元支援大埔宏福苑火災的復元與重建工作。就長遠應對重大災難事件這課題,我們早前在財政預算案諮詢會期間向政府表達了一個「加強跨專業、制度化的災難應對能力」的方案。
「心連心」、「心連心學院」與「香港社協」會繼續支持特區政府良政善治,共同為「惠民生、暖民心」而努力。我們亦期盼社福界與政府及其他界別攜手合作,共同關愛香港,令市民生活更幸福。

心連心學院在2024年8月22日開幕,旨在培訓人才;促進跨界別合作;及推動內地及國際參與及聯繫,致力社福發展行穩致遠。 在開幕典禮上,行政長官李家超先生,大紫荊勳賢, SBS, PDSM, PMSM用三個「新」字表達對學院的期望:成為社福界「新地標」,培育社福界「新動力」以及提供社福界「新平台」。

【Hong Kong Heart-to-heart initiative, Heart-to-heart Institute and Hong Kong Social Workers Association respond to the 2026-27 Budget 】
The Financial Secretary today (25th) released the Government Budget 2026-27 Total government spending in 2026-27 is $843.4 billion, total revenue is $765.2 billion, and an expected combined surplus of $22.1 billion, indicating that the government is making financial arrangements under the principles of prudential financial management and control of the growth of spending. We are informed that the Government continues to invest significant resources this year to expand some existing services and to open new social welfare services to respond to the changing needs of the community. The government's current spending on social welfare for 2026-27 is projected to be $135.9 billion, an increase of 9.9 percent over the revised budget for 2025-2
We also note that the budget has set aside $4 billion to support the recovery and reconstruction of Wang Fu Court fire in Tai Po. On the subject of long-term response to major disasters, we earlier presented to the Government a plan to "strengthen multi-professional and institutionalized disaster response capacity" during the Budget Consultation.
Heart to Heart, Heart to Heart Institute and Hong Kong Association of Social Welfare will continue to support good governance and good governance of the SAR Government and work together to "benefit people's livelihood and warm people's hearts". We also look forward to the social welfare sector working hand in hand with the Government and other sectors to care for Hong Kong and make the people's lives happier.

The Hong Kong Social Welfare Community Heart-to-heart initiative was established in December 2022 as a non-governmental organization and became a tax-exempt charity under section 88 of the IRO in July 2023. A caring Lian heart college
Heart-to-heart college opened on August 22, 2024, aiming to train talents; promote cross-border cooperation; and promote Mainland and international participation and contacts, and strive to achieve a steady and far-reaching social welfare development. The Hong Kong Society of Social Workers (the Society) was founded in 1949 and registered as a "limited company" in 1975. With the aim of "uniting social workers, developing profession", the Association aims to raise the professional standard of social work in Hong Kong, foster excellent professional ethics and codes, and advise the relevant authorities on the professional status of social work and related social welfare policies.
